Fahim Ahmad has not taken full responsibility for his role in ‘Toronto 18’ terror group: parole board

TORONTO—The imprisoned leader of the Toronto 18 terrorist group has not taken full responsibility for his actions and has “no viable release plan,” the Parole Board of Canada wrote in a decision released Friday. With less than three years until he must be freed from prison, Fahim Ahmad has little insight into what caused him to plot al-Qaida-style terrorist attacks on Canadians, the Parole Board said in its four-page decision. “Today the Board questioned you in regards to the underlying factors that led to your radicalized beliefs and your offending. It found you lacked depth in your responses, you placed external blame on others and you presented yourself as a victim of inaccurate information,” the panel wrote. Neither was the Board impressed with his “relapse prevention plan,” which Ahmad said consisted of avoiding extremist websites and the mosque he formerly attended, and keeping busy so he had little idle time. “The Board found your responses were vague, you showed a lack of insight into the reasons for your offending and you portrayed yourself as naïve,” members Pauline Hodgkis and Brian Mullan wrote. The Parole Board met with Ahmad on Thursday to decide whether to detain him beyond his statutory release date in August, when he will have served two-thirds of his sentence. They ruled that he must remain behind bars but did not provide their reasons until Friday. The decision will be reviewed in one year. If Ahmad serves out
